Subject: Add SPDX-License-Identifier headers

Add SPDX-License-Identifier headers to all substantial source files.
Collapse copyright years.  Add some Emacs configuration for files
where the copyright notice is at the end.  Add a test that every
file has SPDX-License-Identifier.
